How do you qualify as the "worst of the worst," and thus rate continued detention at Guantanamo Bay? Apparently, by fighting a jihad against Russia, fighting against the Taliban and Al Qaeda at Tora Bora, and attempting to advise the US commanders on where to fight. After all this, and being held without trial, without the right to see the evidence against him, after being held without any proof of his being an enemy "combatant," and even after he was shown to be innocent, it wasn't until 2008 that Wakil was released. Despite all this evidence, and the fact that he is currently an advisor to his government for his province of Kunar, this man - who has been vouched for by Karzai - is currently one of the 74 former detainees who have "returned to or are suspected to have returned" to terrorism.
But now we only have the "worst of the worst." Really.
