The United States maintained (and still maintains) forces in Germany, Italy, Korea, Japan, and other nations for the purpose of allowing the president to invoke his plenary defensive/rescue power in the event those nations were attacked - it was an end around to circumvent the need for congressional action in the event of future wars.
